Abstract
The state and the right were created and developed in the same time with the development of human being. The birth of social relationship and the people’s reactions brought as the main demand the creation of the state and legal norms which will ensure this norm as the time passes by, and they started to be wider than before. As a result, the right was profiled due to the characteristics of this social relation. The right itself took a special importance to rule the relation between states and international organizations to reach the common aims and objectives under the leadership of a norms system decided and sanctioned by political organizations.
