Abstract
At all times the globe is threatened by large-scale natural disasters which constitute extraordinary events. These extraordinary and emergency events can be international, national or regional. They can be caused by ecological, technological, natural or human factors. The consequences can be great and immediate for people’s lives and health, for wealth and the environment, disrupting the normal life of the community and causing catastrophes or critical situations. In order to cope with situations and prevent the consequences, as well as to solve the problems caused by it, it is necessary that the reaction of state structures and not only, in such situations be immediate and efficient. This paper will address civil emergencies under Albanian law, their types, competencies for declaring a state of emergency and natural disasters, the limitation of the right to movement and economic freedom, and the obligation of the state to compensate for the consequences caused by these. restrictions.
