Abstract
This study is a historical- sociological analysis of social developments occurring in the city of Berat, a humanist viewpoint of an urban society in evolution. In this article we have built the social physiognomy of society in the early twentieth century. Clubs and societies managed to create a system of values, norms and traditional ways, where people began to work together for the common good of community issues. This was a new vision, which spread rapidly, especially in the second decade of the twentieth century. A social reform and a cultural “war “, that is realized in parallel with political and economic emancipations. Societies as a “social energy” contributed through legal and political mechanisms in creating a healthier society. For the first time, Berat’s intellectuals began to self-govern their values onto human stencil, creating a new culture of democratic societies and social reform over the city.
